Proposed Law

READ A PORTION OF THE PROPOSED INITIATIVE BELOW
This initiative measure is submitted to the people in accordance with the provisions of Article II, Section 8 of the Constitution.

This initiative measure adds a section to the Government Code;

SECTION 1. TITLE
This initiative statute shall be known and may be cited as the “Police Liability Insurance Act.”

SECTION 2. FINDINGS AND DECLARATION
The People of California find that:

(A) There is a growing divide between law enforcement and the communities that they serve, resulting in fear and distrust on both sides, and that

(B) Both sides are frustrated by the apparent lack of accountability for those peace officers who violate laws and department policies without regard for the consequences of their actions, and that

(C) Aggressive and disrespectful behavior from one side causes defensive postures and actions on the other that further aggravates the divide, therefore

The People of California declare their intention to amend the laws of this State to require peace officers to carry professional liability insurance in the hope that the assumption of limited financial responsibility for their actions will encourage peace officers to be more professional in their conduct, resulting in better relations with the public and a safer environment for everyone.
